A page per community you genuinely serve, each with real local content. Not doorway duplicates with the town name swapped — those get filtered, and they deserve to be. If a location does not warrant a distinct page, it does not get one.

Business Profile categories and service areas, NAP consistency across the directories that disagree with each other, review cadence, structured data, page speed, crawlability. These are unglamorous and they are what actually move local rankings.
